Occupational Safety, Health And Environment Management (OSHE)

Occupational Safety, Health and Environment (OSHE) Management is an integral component of IRBM’s governance framework in establishing and maintaining a safe, healthy and conducive working environment for IRBM personnel, contractors, customers and members of the public within IRBM premises. The implementation of a systematic, comprehensive and effective OSHE management system supports the prevention of workplace accidents, injuries and occupational illnesses, while ensuring compliance with the Occupational Safety and Health Act 1994, applicable regulations, the National OSH Policy and the IRBM OSHE Policy.

IRBM Top Management remains committed to strengthening a culture of safety, health and wellbeing through the continuous promotion of safe, quality and sustainable work practices to ensure that the wellbeing, safety and productivity of IRBM personnel are consistently maintained and enhanced.

OSHE Objectives in IRBM

  1. To protect IRBM personnel, customers, contractors, vendors and members of the public from occupational safety, health and environmental risks within IRBM premises.
  2. To ensure compliance with all applicable OSHE laws, regulations, codes of practice and guidelines to minimise legal and operational risks.
  3. To provide a safe, healthy, conducive and harmonious working environment for all IRBM personnel

Scope of OSHE Responsibilities

The scope of OSHE in IRBM encompasses comprehensive, systematic and continuous management to ensure the safety, health, welfare and wellbeing of IRBM personnel and stakeholders are consistently safeguarded across all organisational premises. The scope includes:

  1. Workplace Safety Management
    Ensuring that the working environment remains safe, orderly, conducive and free from hazard that may result in accidents, injuries or property damage.
  2. Occupational Health Management
    Implementing preventive and control measures to protect the physical health, mental wellbeing and overall welfare of IRBM personnel from work-related risks.
  3. Hazard and Risk Management .
    Identifying hazard, assessing risk levels and implementing appropriate control measures through assessments such as HIRARC, CHRA, NRA, IAQ, ERA and other relevant methodologies.
  4. Legal and Regulatory Compliance
    Ensuring continuous compliance with applicable occupational safety, health and environmental laws, regulations, codes of practice and guidelines.
  5. Training and Competency Management
    Enhancing the knowledge, awareness and competency of IRBM personnel through training programmes, courses, briefings and awareness initiatives relating to safe and healthy work practices.
  6. Incident Management and Reporting
    Coordinating the investigation, recording and reporting of workplace accidents, occupational diseases, near miss and commuting accidents for continuous improvement purposes.
  7. Emergency Preparedness and Response
    Ensuring organisational preparedness in handling emergency situations through the implementation of emergency response plans, fire drills and periodic emergency simulations.
  8. Employee Participation and Consultation
    Encouraging active participation among IRBM personnel in OSHE implementation through Safety and Health Committees and consultation sessions.
  9. Committee Management
    Managing and coordinating IRBM Safety and Health Committee (JKKL) Meetings and Occupational Safety, Health and Environment Working Committee (JKOSHE) Meetings in a systematic, organised and effective manner.
  10. Work Environment Management
    Ensuring a clean, comfortable, ergonomic and conducive working environment to support the wellbeing and productivity of IRBM personnel.
    Contractor and Visitor Management
    Ensuring contractors, vendors and visitors comply with safety and health requirements while within IRBM premises.

Functions of the Occupational Safety, Health and Environment (OSHE) Section

  1. Advising Management and relevant parties on OSHE measures to ensure a safe, healthy and conducive workplace environment.
  2. Coordinating the development and implementation of OSHE-related policies, procedures, guidelines and directives in a comprehensive and effective manner.
  3. Conducting OSHE inspections, audits and monitoring activities systematically and continuously across all IRBM premises.
  4. Conducting OSHE risk assessments such as HIRARC, CHRA, NRA, OSHWA, IAQ and ERA, as well as other relevant assessment methods to identify hazard, evaluate risk levels and determine effective control measures.
  5. Memperkasa penyampaian hebahan, latihan serta peningkatan kompetensi KKP dalam kalangan pekerja.
  6. Reviewing, investigating and recording workplace accidents, occupational diseases and commuting accidents, including conducting analysis and implementing continuous improvement measures.
  7. Strengthening OSHE awareness programmes, training initiatives and competency development among IRBM personnel.
  8. Managing and coordinating IRBM Safety and Health Committee (JKKL) Meetings and Occupational Safety, Health and Environment Working Committee (JKOSHE) Meetings in an organised and effective manner.

OSHE Reference Officers in IRBM

  1. Competent Person (OYK) – Safety and Health Officer (SHO)
  2. Occupational Safety and Health Coordinator (OSH-C) at all premises with more than five (5) officers
  3. Ergonomics Trained Personnel
  4. Employer Representatives and Employee Representatives appointed under the Safety and Health Committee at Headquarters, State and Special Branch levels of IRBM
