Digital Franking System or better known as DFS is one of the alternative stamping system to STAMPS. DFS was first introduced in year 2011 to replace the non-system-based manual red inked franking machine. Digital Franking Machines connected to system are in used for stamping and stamping data will be stored in DFS.

DFS 2.0

In 2018, in line with current technological developments, DFS has been enhanced and upgraded to DFS 2.0 . It involves the renewal of the work process from filling up a PDS 1 form manually to input ( key in ) information into the system. This means that the user is required to enter the document information into system before stamping is made.

However, the stamping procedure remain unchanged in which duty payers are required to bring the original documents to be stamped at LHDNM Stamp Duty Counter. Affixed Stamp of Digital Franking are still in use for the stamping on documents.

There are three (3) Applications that are available for document information entry via DFS 2.0:

i) Computer Application (Windows) :
Minimum Requirements:
Microsoft Windows Vista SP2 or above
Microsoft .Net Framework 4.5 or above
Microsoft Excel 2013 or above
Adobe Reader Ver 11 or above
ii) Mobile Application:
Minimum Requirements:
Android KitKat 4.4 or above
iOS 10 or above

For the above two applications, the information entry/update can be done at anytime and anywhere (without internet/ offline) before visiting the LHDNM Stamp Duty Counter. The completed information of the documents will then be converted to encrypted QR Code and will be scanned at LHDNM Stamp Duty Counter for stamping process.

iii) Self-Service Counter

Available at Pejabat Setem Cawangan (PSC) / Pusat Khidmat Hasil ( PKH ) / Urban Transformation Centre Johor (UTC Johor) for convenient of duty payers. After completing entry of document information, the duty payer only has to show identification (identity card / passport) to the officer of LHDNM Stamp Duty counter for the subsequent stamping process.

Duty payers are encouraged to make online genuine checking of Affixed Stamp of Digital Franking after completion of the stamping at STAMPS homepage (https://stamps.hasil.gov.my/stamps/).


i) Public Users

The public / duty payer who wishes to carry out the stamping, can visit any PSC/ PKH/ UTC Johor LHDNM Stamp Duty Counters.

ii) Licensed External Users

External parties  are those who received licensed by LHDNM to use Digital Franking Machines at their respective premises for stamping fixed-duty-only documents.
