Malaysian Tax Academy

The Malaysian Tax Academy (MTA) which came into operation in September 1994, is the training arm of the Inland Revenue Board of Malaysia (IRBM). It is located on a 36.8 acres (approximately 15 hectares) site in Bandar Baru Bangi, Selangor about 35 kilometres from the capital city of Kuala Lumpur via the North-South Expressway.

Responsibility

The MTA is entrusted the responsibility of realising the training objectives of IRBM.

It's aims are:

  • Producing a highly disciplined and professional work force; and
  • Realising the vision of IRBM to be a centre of excellence in managing and administering tax at the national and international level.

Objectives

  • To provide training for the officers and staff of IRBM in taxation and management to enable them to carry out their duties in a professional manner;
  • To reinforce the knowledge and expertise of the officers and staff of IRBM to meet the demands of a dynamic tax system; and
  • To widen the perspective and knowledge of the officers and staff of IRBM through joint training programmes with individuals and organisations from within and outside the country.

Internal Training Programmes

The training program conducted at the Malaysian Tax Academy (MTA) is divided into THREE (3) main categories:

Training Programmes for Job Confirmation
 

Entry level training for new recruits of IRBM to provide basic and introductory knowledge in patriotism, organisational background, basic taxation and functional specific course.

Training Programmes for Career Advancement
 

Programmes to upgrade analytical skills in respective area of function for the purpose of career advancement.

3
Training Programmes for Exposure and Knowledge
 

MTA provides various training programmes to enhance the skills of IRBM's staff.

 

Specialised training is conducted to enhance officers' skills in audit and taxation. Officers are also exposed to Computers Auditing Tools, Forensic Accounting, UBS, knowledge on specialised industries, stamp duty, tax incentives, etc. The training is delivered by way of lectures and much emphasis is given on case study, role play and simulation training.

 

Other training offered to officers and staff of IRBM range from specialised technical topics (taxation) to interpersonal skills (computer software applications, public relations, negotiation, counseling, language skills and others). Training on management, integrity, communication, strategic management, leadership and strategic evaluation are also provided.

International Collaboration / Cooperation Training Programmes
APM, through its Center for International Training, Research and Innovation, also organises training programmes in the area of international taxation by way of collaboration with international auhtorities and organisations including the Commonwealth Association of Tax Administrator (CATA), Organisation for Economic Cooperation and Development (OECD), International Bureau of Fiscal Documentation (IBFD), and Japan International Cooperation Agency (JICA).

The target participants for these training programmes are tax officials from the surrounding ASEAN countries as well as from selected countries in the Asian, African, Pacific Islands region and other Commonwealth countries.

The focus of the training covers a wide range of topics, including but not limited to international taxation, multinational corporations, forensic accounting, criminal investigations, e-commerce, fraud and integrity awareness, transfer pricing, tax treaties and exchange of information.

Consultation Services

MTA also conducts bespoke training for revenue officers from other developing countries. Among revenue authorities that have particpated include India, Sri Lanka, Bangladesh, Vietnam, Laos, Myanmar and Cambodia.

Tax Education Programme

In the effort to increase understanding and knowledge of tax amongst the public, MTA also organises tax learning programmes open for public participation. This year, the Learning From The Expert Seminar Series continues, with a focus to provide knowledge and exposure to selected topics. Information on these seminars will be posted on the LHDNM official portal from time to time.
