The Malaysian Tax Academy (MTA) which came into operation in September 1994, is the training arm of the Inland Revenue Board of Malaysia (IRBM). It is located on a 36.8 acres (approximately 15 hectares) site in Bandar Baru Bangi, Selangor about 35 kilometres from the capital city of Kuala Lumpur via the North-South Expressway.


The MTA is entrusted the responsibility of realising the training objectives of IRBM.

It's aims are:

  • Producing a highly disciplined and professional work force; and
  • Realising the vision of IRBM to be a centre of excellence in managing and administering tax at the national and international level.


  • To provide training for the officers and staff of IRBM in taxation and management to enable them to carry out their duties in a professional manner;
  • To reinforce the knowledge and expertise of the officers and staff of IRBM to meet the demands of a dynamic tax system; and
  • To widen the perspective and knowledge of the officers and staff of IRBM through joint training programmes with individuals and organisations from within and outside the country.

Training Programmes Conducted at IRBM

1. Training Programme for Job Confirmation

Induction and basic training are conducted for new recruits of IRBM. Successful completion of this course is a criteria for job confirmation

2. Training Programme for Career Advancement

Training is conducted to upgrade analytical skills in taxation, accounting and audit for officers of IRBM. This programme is for the purpose of career advancement

3. Training Programmes for Exposure and Knowledge

MTA provides various training programmes to enhance the skills of IRBM's staff.

Specialised training is conducted to enhance officers' skills in audit and taxation. Officers are also exposed to Computers Auditing Tools, Forensic Accounting, UBS, knowledge on specialised industries, stamp duty, tax incentives, etc. The training is delivered by way of lectures and much emphasis is given on case study, role play and simulation training. Some of the training is conducted with the cooperation of experts from foreign agencies such as the Japan International Cooperation Agency (JICA) and the U.S Internal Revenue Service (IRS).

Other training offered to officers and staff of IRBM range from specialised technical topics (taxation) to interpersonal skills (computer software applications, public relations, negotiation, counseling, language skills and others). Training on management, integrity, communication, strategic management, leadership and strategic evaluation are also provided.

International Collaboration / Cooperation Training Programmes

MTA is collaborating with several international organisations such as the Commonwealth Association of Tax Administrators (CATA), the Organization for Economic Cooperation and Development (OECD), International Bureau of Fiscal Documentation (IBFD), Japan International Cooperation Agency (JICA), U.S Internal Revenue Service (IRS), Federal Law Enforcement Training Center, USA (FLETC), Australian Taxation Office (ATO), and Asian Development Bank Institute (ADBI) in providing training in the area of international taxation. The target participants for these training programmes are not only IRBM officials but also tax officials from the surrounding ASEAN countries as well as from selected countries in the Asian, African, Pacific Islands region and other Commonwealth countries. Participation is also extended to officials from the Ministry of Finance Malaysia.

The focus of the training covers a wide range of topics, including but not limited to international taxation, multinational corporations, forensic accounting, criminal investigations, e-commerce, fraud and integrity awareness, transfer pricing, tax treaties and exchange of information.
